Cambodian officials are allegedly profiting from a sprawling $19 billion scam industry powered by cryptocurrency, according to a damning report from Humanity Research Consultancy. The operation involves trafficked labor, fraudulent compounds, and platforms like Huione Guarantee, which has processed $24 billion through Telegram and launched its own stablecoin to evade financial oversight.

Telegram has taken action by banning Huione-linked accounts, while UN reports highlight Cambodia’s emergence as a global hub for crypto-based fraud. The report directly implicates high-ranking members of the Cambodian People’s Party in these illicit networks, revealing how digital assets are being weaponized for large-scale financial crime.
